Hogan Lovells Strengthens Trade and Policy Team with Senate Finance Counsel Mayur Patel
Washington, D.C., 30 June 2025 – Global law firm Hogan Lovells is pleased to announce that Mayur Patel has joined the firm as a partner in its market-leading International Trade and Investment practice, based in Washington, D.C. Patel joins from the U.S. Senate Committee on Finance, where he served as Chief International Trade Counsel to Chairman Mike Crapo (R-Idaho) and the Committee's Republican members.
Patel brings deep experience shaping U.S. trade policy through his leadership on key legislative and oversight initiatives in the Senate, including working closely with the White House on the Administration's recent legislative proposal, the One Big Beautiful Bill. He has played a central role in advancing and overseeing major Trump-era trade measures, and maintains trusted relationships with senior Administration officials and Congressional leadership.
"We are thrilled to welcome Mayur to Hogan Lovells," said Janice Hogan, Practice Group Leader of the firm's Global Regulatory & IP Practice Group. "His arrival reinforces our commitment to helping clients navigate complex global trade challenges, particularly in today's rapidly shifting geopolitical and regulatory landscape."
Hogan added: "Mayur brings a rare combination of deep policy expertise, high-level government experience, and international legal acumen. His leadership roles at both the Senate Finance Committee and the Office of the U.S. Trade Representative provide him with unmatched insight into the legislative process and the inner workings of key federal agencies."
Patel brings more than two decades of experience at the intersection of international trade law, public policy, and government oversight. In his Senate role, he advised the Committee Chairman and Republican leadership on trade policy, led legislative and oversight initiatives, and worked closely with key federal agencies on matters of national and global significance.
"Mayur's addition comes at a pivotal moment as clients face unprecedented complexities in trade and investment," said Jonathan Stoel, Practice Area Co-Lead – International Trade & Investment. "With his deep policy insight, proven track record in navigating U.S. trade law, and strong relationships on Capitol Hill and in the Executive Branch, Mayur will be instrumental in helping our clients stay ahead of shifting regulations and geopolitical challenges."
Patel previously served as Associate General Counsel for the Executive Office of the President at the Office of the U.S. Trade Representative. In this role, he provided counsel to the White House and senior government officials, including the first Trump Administration, on a broad range of trade issues, such as technical barriers to trade, agriculture, and environmental policy. While at USTR, Patel also worked on major trade initiatives such as the Transatlantic Trade and Investment Partnership and the renegotiation of NAFTA, and represented the U.S. in World Trade Organization litigation.
In prior roles in private practice, Patel advised multinational companies on trade compliance, regulatory strategy, and complex commercial litigation. He also counseled U.S. companies on international trade matters, internal investigations, and complex litigation, with his experience spanning federal and state courts, arbitration, and government enforcement, including arguing criminal appeals before the New York State Supreme Court, Appellate Division.
Patel's arrival follows the recent addition of Joshua Kurland, a veteran trade litigator from the U.S. Department of Justice, further strengthening the firm's capabilities in trade litigation, policy advocacy, and regulatory strategy – and reflecting Hogan Lovells' commitment to growing its premier International Trade and Investment practice, recently recognized with Band 1 rankings from Chambers and Legal 500.
"I'm excited to join Hogan Lovells, a firm recognized for its leadership in international trade and public policy," said Patel. "The firm's global reach and collaborative culture create the ideal environment to guide clients through today's rapidly evolving trade and regulatory landscape. I'm eager to work with the team to deliver strategic solutions that drive our clients' objectives worldwide."
"Mayur's arrival reflects our continued investment in top-tier talent for our premier international trade practice in Washington, D.C.," said Ajay Kuntamukkala, Practice Area Co-Lead – International Trade & Investment and Office Managing Partner, Washington, D.C. "With his extensive experience at the highest levels of government, Mayur elevates our ability to provide authoritative trade and policy counsel to clients navigating complex regulatory landscapes. His addition solidifies our standing as a leading force at the intersection of business and government."
