Hogan Lovells welcomes back Xin Tao to the firm’s Pharmaceutical and Biotechnology group, deepening global reach

Washington, D.C., 28 April 2026 – Global law firm Hogan Lovells announced today that Xin Tao has rejoined the firm as a partner in the Pharmaceuticals and Biotechnology practice area based in our Washington, D.C. office. Xin returns to the firm from Baker McKenzie where he was chair of the U.S. Healthcare and Life Sciences Regulatory practice.

Xin brings nearly 15 years of experience advising life sciences, food, consumer platform, and technology companies and investors on global compliance and transactions, particularly those headquartered in China or expanding their business across the Asia-Pacific region. As a former research scientist, Xin draws on his experience to provide clients with practical advice on complex regulatory matters affecting the life sciences and technology industries. His practice spans pharmaceutical, medical device, food, cosmetics, and consumer technology.

With a deep understanding of U.S. and EU regulatory systems alongside Asian business environments, Xin helps clients navigate the legal, commercial, and cultural dimensions of cross-border collaborations and strategic transactions. He has represented many international companies in high-stakes U.S. government investigations, including proceedings involving the U.S. Congress, the U.S. Department of Justice, the U.S. Food and Drug Administration, the Federal Trade Commission, and the U.S. Consumer Product Safety Commission concerning product safety, regulatory compliance, and national security issues.

Xin received his J.D. from Georgetown University Law Center, his M.S. in Biochemistry from Texas A&M University, and his B.S. in Biochemistry from Shanghai Jiaotong University.
