Amy Roma is a Partner and Global Energy Practice Leader at Hogan Lovells—and a recognized global authority on nuclear energy and fusion. She advises clients across the sector on legal, policy, and business issues, with a focus on deploying first-of-a-kind and advanced technologies. Amy is a trusted voice in energy innovation and national security and has testified multiple times before the U.S. Congress to advocate for U.S. leadership in energy innovation, grid reliability, decarbonization, and integration of nuclear power with AI/data centers, and space exploration.

She has received numerous accolades for her forward-looking work. The Financial Times named her one of the “Top 10 Most Innovative Lawyers” in North America and “Most Innovative Lawyer in Technology.” The National Law Journal named her a “Top 50 Energy & Environmental Trailblazer,” recognizing her impact at the intersection of energy and environment. Amy is a frequent speaker on energy policy at national and international forums, including several United Nations climate summits (COPs), and is regularly sought after by governments, industry, and the media.

Outside her legal practice, Amy is an active humanitarian. She led the mission to send the New England Patriots' team plane to China to pick up and deliver two million masks to US hospitals during COVID-19, helped coordinate high-risk evacuations from Afghanistan after Kabul fell in 2021, assisted with humanitarian immigration efforts at the U.S. Southern Border, and organized a 500+ person large-scale school safety and active shooter tabletop exercise following the Sandy Hook tragedy, working with schools systems, fire and police, and government stakeholders.

Amy holds a J.D. and an M.B.A. from the University of Virginia, where she focused on finance and leadership.

Representative experience

Advise a number of companies on NRC reactor applications, including large reactors, SMRs, and microreactors.

Advising fusion companies on radioactive materials licensing and other regulatory and legal considerations associated with commercialization.

Advise operating facilities on a wide-range of NRC regulations, compliance and investigation matters, including NRC ADR and Nuclear Safety Culture and Safety Conscious Work Environment issues.

 

Advise investors on nuclear and fusion matters, including licensing, license transfers, export controls, nuclear liability, contracting, government support, and domestic and global landscape.

Advise fuel cycle facilities and others on all stages in the fuel cycle, including mining, milling, fabrication, reprocessing/recycling, storage, and disposal of spent fuel and low-level waste.

Advise on a range of radiopharmaceutical matters, including licensing and compliance.

Advise on innovative uses of nuclear energy, include space, maritime, and mobile reactors.
