Julian began his legal career in Washington, D.C. Now based in Amsterdam, he supports clients across sectors on translating privacy obligations into operational strategies that work across borders.

With a focus on transatlantic digital strategy, Julian helps U.S.-based companies adapt their domestic compliance programs to meet the expectations of European regulators, and vice versa. He regularly advises on navigating the nuances between GDPR and emerging U.S. state laws, structuring lawful data transfers, and aligning privacy governance across jurisdictions. His work enables legal and compliance teams to build scalable, defensible programs that support innovation while minimizing regulatory risk.

Julian is particularly attuned to the challenges faced by global legal and privacy leaders. His ability to bridge regulatory cultures and translate legal requirements into actionable business solutions makes him a trusted advisor to in-house teams and senior stakeholders navigating complex international landscapes.

Julian is qualified in Washington, D.C. and Brussels (B-list) and holds a CIPP/E certification. He regularly contributes to privacy thought leadership through various legal industry publications and the International Association of Privacy Professionals (IAPP), where he serves on the Education Advisory Board. Julian also serves as training faculty at the Future of Privacy Forum.

Representative experience

Counseled clients on data protection issues related to AI, adtech, and secondary data use under U.S. and EU laws. 

Advised on global cookie and consent management strategies, including onboarding third-party consent management platforms. 

Drafted and negotiated international data processing agreements for controllers and processors, including template DPAs aligned with global laws. 

Developed and implemented privacy compliance programs across multiple jurisdictions, including under emerging U.S. state privacy laws. 

Conducted Schrems II transfer impact assessments for intragroup, vendor, and customer data transfers; led development of TIA templates adopted by clients. 

Drafted and reviewed privacy policies, terms of service, consent forms, and data sharing agreements to ensure legal compliance

Advised clients across sectors on GDPR, ePrivacy, and direct marketing compliance. 

Guided clients through global data breach response, including regulator and individual notifications. 

Represented companies in investigations by the FTC, U.S. state Attorneys General, and European supervisory authorities, including CCPA enforcement. 

Advised multinational clients on cross-border privacy compliance during secondment in Hogan Lovells’ London office. 

Counseled clients on FTC Order implementation and data protection governance through secondments with global technology and advisory companies, working directly with DPO and GC offices.
