Mark is a Counsel in the Infrastructure, Energy, Resources, and Projects (IERP) practice and advises investors, developers and governments on a wide range of energy and infrastructure projects, and the associated legal and regulatory environment (particularly as to net zero and the energy transition). 


Mark has also, throughout his career, advised the full range of developers, sponsors, bidders, contractors, investors, banks and other funders to energy and infrastructure projects, and is familiar with all of the common public-private and regulatory investment models that drive private sector investment in these sectors. 

Representative experience

The Crown Estate on leasing of the UK sea-bed for Carbon, Capture, Usage and Storage, and floating offshore wind.

A Developer on its disposal of a majority stake in a permitted floating offshore wind project.

UK Government (DESNZ) on possible support and market solutions for UK gas storage.

Ofgem on its role as future regulator of the Carbon, Capture, Usage and Storage market in the UK.

An investment fund on its investment in, and restructuring of, a fibre-to-the-premises business in the UK.

Independent Oil & Gas plc on its £250m farm-out of a 50% interest in six North Sea gas fields, and associated gas processing and pipeline facilities, and its simultaneous refinancing.

A leading infrastructure fund on the establishment of (and investment in) a renewable energy platform with an independent power producer, and acquisition of a 75 MW seed-portfolio.

BlackRock on its competitive bid for a 550 MW portfolio of 24 renewable energy assets.

A leading infrastructure fund on its bid under the Scottish Government’s R100 scheme designed to support the commercial roll out of last-mile broadband services.

Amey on its successful bid for the System Integrator Contract, and associated O&M solution, for the Thames Tideway project.
