Yongqing Bao advises governments and private parties on trade and investment issues, strategies for negotiating international trade agreements, and EU law. He is a qualified Chinese lawyer who has been practicing international trade and EU customs law in Brussels for more than 18 years.
Yongqing has a particular focus on China, having represented Chinese clients on more than 100 multijurisdictional trade defense and customs investigations. He has also advised clients in several investment-related projects in China and Europe.
With his extensive knowledge of all aspects of trade remedy (anti-dumping, anti-subsidy, and safeguards) proceedings, Yongqing is well-equipped to assist clients during on-spot verifications, in the preparation of questionnaire responses, and in the negotiation of undertakings. He regularly represents private and public bodies before the EU courts in Luxembourg in trade remedy, public procurement, and EU internal market disputes.
Yongqing also has broad experience with EU customs rules and procedures regarding product classification and origin, duty suspension, tariff quota, and export controls, as well as other EU regulatory matters.

Successful representation of a Hong Kong-based company’s factory in mainland China in the EU anti-dumping investigation against biodiesel from China*
Assisting a global leading electric vehicle manufacturer in the EU anti-subsidy investigation on battery electric vehicles from China and obtaining a single-digit duty rate for the company.*
Acting for a major Chinese producer in the EU anti-dumping investigation against steel wind tower from China and secured a single-digit duty level.*
Assisting a leading Chinese owned steel mill in Indonesia in its appeal before the EUGC of the EU’s countervailing measures against stainless steel cold-rolled flat products from Indonesia.*
Acting for a handling material producer in applying for binding origin information before the EU customs and in responding to the customs post-clearance investigations.*
Advising several Chinese solar panel producers in challenging the EU Commission’s withdrawal of their undertaking agreement and the retroactive duty orders of EU national customs.*
